EU Presidency Statement - United Nations 5th Committee: Report on the Office of Internal Oversight Services

Mr. Chairman,

I have the honour to speak on behalf of the European Union.

The Candidate Countries, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Montenegro and Serbia, and the EFTA country Liechtenstein, member of the European Economic Area, as well as Ukraine, the Republic of Moldova and Armenia align themselves with this statement.

Mr. Chairman,

At the outset, let me thank the Under-Secretary-General for Internal Oversight Services, Ms. Inga-Britt Ahlenius, for her presentation of the report on the activities of the Office of Internal Oversight Services (OIOS) for the period from 1 July 2008 to 30 June 2009 and Ms. Neeta Tolani, Director of the Office of the Under-Secretary-General for Management, for presenting the Note of the Secretary General on this report. Let me also thank the Chairman of the Independent Audit Advisory Committee (IAAC), Mr. David Walker, for presenting the report on the activities of that Committee for the period from 1 August 2008 to 31 July 2009.

The European Union appreciates the clear reporting of the OIOS on its annual activities and the continued risk-based approach of the OIOS in order to prioritize the work of the Office and draw up its workplans. At the same time, the EU reiterates that management has the primary responsibility for assessing and managing organizational and related risks.

We welcome the information on the efforts of the OIOS to streamline its standard operating procedures and update its manuals to ensure consistency with international norms and standards and promote fairness and due process rights.

Mr. Chairman,

The European Union appreciates that there seems to be a positive trend in the implementation of OIOS recommendations. We especially want to stress the importance of critical recommendations being fully implemented unless reasons are given for why this is not possible. We would be interested in discussing this further in the informal consultations.

We welcome the continued close coordination between the OIOS, the Joint Inspection Unit and the Board of Auditors in order to avoid potential duplication and overlap in the oversight work and discuss issues of mutual interest.

Mr. Chairman,

The European Union appreciates the work of the IAAC and the clear summary of its activities in its report. We will carefully study the detailed comments of the Committee, including on the OIOS, and revert to issues raised in informal consultations.

The European Union looks forward to discussing these questions further with the other Member States, the OIOS, the Secretariat and the IAAC in informal consultations.
