
Sumario: 27 July 2009, Geneva - Statement by Ms Marianne Lidskog, Desk Officer, Ministry for Foreign Affairs Sweden, on behalf of the European Union at the ECOSOC - SUBSTANTIVE SESSION 2009, 6 - 30 July 2009, General Segment on "United Nations Research and Training Institutes" (item 15)
Mr. President,
I have the honour to speak on behalf of the European Union.
The Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Montenegro, and the EFTA country Norway, member of the European Economic Area, as well as Ukraine and Armenia align themselves with this declaration.
It is with great interest that we follow the positive work of UNITAR as set out in the report E/2009/57 and we welcome the implementation of the strategic reform of the Institute, especially its focus on a results-based management framework and gender balance. We support the report's recommendation on the future role of the Institute.
We are also pleased with the focus on a coordinated UN system-wide approach to research and training. The new online possibility of the Peacekeeping Training Programme seems to be a good example of how to use best practices in peace building and feed information back to both participating member States and UN-representatives.
We anticipate the strategic plan for 2010-2011 which is to be developed in 2009, and in relation to this we would like to make a few remarks:
1. UNITAR's activities cover a vast number of themes and in section 6, the report mentions an indicative list of objectives for UNITAR for the next biennium. In relation to this it would be interesting to know more about the Institute's experience of the various programs: what seems to be UNITAR's comparative advantage? Are there are any thoughts of wanting to concentrate in a special field?
2. It would also be helpful to hear more about the Institute's involvement in building and strengthening research capacity in partner countries. How does UNITAR coordinate its activities with member states in this field, and how could such capacity building be further reinforced?
3. The report emphasizes the importance of developing strong and sustainable relations with strategic donor countries. We look forward to a dialogue to this end and reiterate our continuous support for UNITAR.
