EU Presidency Statement - United Nations 5th Committee: Programme Planning

Mr Chairman,

I have the honour to speak on behalf of the European Union.

The candidate countries Turkey and Croatia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Montenegro and Serbia, as well as Ukraine, the Republic of Moldova and Armenia align themselves with this statement.

Mr. Chairman,

First, I would like to thank Mr. Hendrik Ockert van der Westhuizen, Chairman of the Committee for Programme and Coordination, for the presentation of that Committee's report.

The European Union congratulates the Committee on its report. The Committee has succeeded in organising open and pragmatic discussions on its action and the role that it could play in the United Nations system.

We welcome the Committee's implementation of the measures approved at its 47th session with a view to improving the effectiveness of its decisions and hope that these efforts will continue. The implementation of these measures should help the Committee in carrying out its mandate to provide guidelines for the budget planning process with regard to priorities set by the General Assembly. Moreover, it will ensure the coordination needed to prevent duplication as well as overlap and enhance efficiency and effectiveness.

The assistance of the Secretariat is invaluable for the effective implementation of the Committee's work, as is a closer dialogue between the Committee and the other organs and Services involved.

Bearing all this in mind, Mr. Chairman, the European Union is ready to discuss these questions further with the other Member States in an open and constructive manner.

I thank you, Mr. Chairman.
