EU Presidency Statement - Training and Research

Summary: October 27, 2003: Statement by First Counsellor Antonio Bernardini, Permanent Mission of Italy to the United Nations on behalf of the European Union. SECOND COMMITTEE - TRAINING AND RESEARCH: UNITED NATIONS SYSTEM STAFF COLLEGE IN TURIN, ITALY ITEM 99 (b) (New York)

Mr. Chairman,

I have the honour to take the floor on behalf of the European Union. The Acceding Countries Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia, and the Associated Countries Bulgaria, Romania, and Turkey align themselves with this statement.

Mr Chairman,

The EU would first like to thank the new Director of the UNSSC, Mr. Timothy Cartwright, for the quality of his work in his first six months at the helm of this new Institution.

The EU welcomes the UNSSC Director's report on activities and accomplishments, which underscores the progress made in strengthening the coherence and effectiveness of international civil service within the UN system. The Staff College has also contributed significantly to maintaining a cohesive system-wide management culture at the UN and enhancing staff capacity to meet the challenges faced by the UN. The wide range of these challenges includes issues such as economic and social development, peace and security, human rights, the environment, HIV/AIDS and internal management. The UN system must be equipped to deal with these various issues. The UNSSC has a significant contribution to make to strengthening the UN by increasing the effectiveness of its staff and fostering a truly international civil service.

Mr. Chairman,

I take this opportunity to announce that we will be presenting a draft resolution on this item that reaffirms the UNSSC's role as an institution for system-wide knowledge management, training and continuous learning for the staff of the UN system. The draft resolution calls upon all organizations of the UN system to make full and effective use of the facilities of the Staff College and invites the international community to strengthen its support for the College.
