
Summary: August 13, 2003: Statement by Javier Solana, EU High Representative for the Common Foreign and Security Policy, on the occasion of the arrival in Kosovo of the new SRSG Mr Harri Holkeri (Brussels)
"I would like, once more, to congratulate the new Special Representative of United Nations Secretary General Harri Holkeri for his appointment and wish him success in his very challenging task. Mr Holkeri will have our full support.
Kosovo remains a top priority for the European Union and it is an integral part of the European perspective of the Western Balkans which was reaffirmed recently in the Thessaloniki Summit.
The full implementation of UN Security Council resolution 1244 remains the cornerstone of the engagement of the international community in Kosovo. I therefore strongly urge all concerned to cooperate in a constructive manner with the new SRGS in order to fully implement resolution 1244.
I also urge all concerned in Kosovo and the region to refrain from unilateral acts and statements which risk to jeopardize the objective of a stable, multiethnic and democratic Kosovo. The basis for the future status of Kosovo is resolution 1244 and unilateral acts have no relevance.
Finally, I would also like to reiterate the European Union's calls to all concerned to refocus their attention in the implementation of the standards before status policy and to recall the importance we attach to an early start of direct dialogue between Belgrade and Pristina on practical issues of mutual interest."
