EU Statement on narcotic drugs (CND) - Vienna

Agenda Item 8: Strengthening the United Nations International Drug Control Programme and the Role of the Commission on Narcotic Drugs as its governing body


1. Thank you Madame Chairperson. I have the honour to speak on behalf of the European Union. The following acceding countries Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, the Slovak Republic, and Slovenia, and the associated countries Bulgaria, Romania and Turkey, associate themselves with this statement.

2. In its statements on agenda items 7 and 9, the EU sets out its views in more detail, acknowledging efforts by the Secretariat and Member States on assured and predictable funding for UNDCP, accountability, credibility and transparency in the management of the Programme, which are important and relevant issues to this agenda item.

3. We welcome the initiatives undertaken with the view to strengthen the dialogue between UNDCP and Member States on the priorities and management of the Programme. We are looking forward to having close and direct consultations on appropriate operational issues on an informal and open-ended basis.

4. The implementation to date of the system of financial Management (ProFi) allows UNDCP and Member States to assess the cost, impact and effectiveness of the operational activities of the Programme in a transparent way and should contribute to the implementation of result-based budgeting. We are looking forward to continued development of the system and we welcome the organization of the training sessions on ProFi Internet reporting for Member States.
