Summary: October 16, 200: Explanation of vote by the European Union given by Mr. S. Schelstraete. Military activities and arrangements by colonial Powers in Territories under their administration (doc. A/56/23, Part III, Chapter XI) (New York)
Mr. Chairman,
I have the honor to speak on behalf of the European Union.
Some years ago, Mr Chairman, the European Union initiated a dialogue with the Special Committee on Decolonization with the aim of helping to build a broader consensus in certain areas concerning the Committee's activities.
The European Union acknowledges that progress has been achieved over the last few years. In addition, we would like the Special Committee to continue its efforts with the aim of proposing, in the future, balanced texts, which can attract the broadest possible support.
We regret that this year, as in previous years, the European Union has been compelled to reiterate its objections regarding the draft decision on "military activities." We would point out, once again, that the question covered by this draft decision does not appear on the agenda given by the General Assembly to the Fourth Committee and hence falls outside its sphere of competence. Consequently, as they have done in previous years, the Member States of the European Union have voted against the
draft decision.
Thank you Mr Chairman.
